This small booklet "Talk to Me! Repairing Mattel Soft-Bodied Talking Toys of the 1960's and 1970's" by Ben Truwe has information regarding the repair of the voice box used in the Major Matt Mason Talking Command Console. While it was originally written for Mattel doll repair, it can also be used for the Mattel talking puppets and other Mattel items that contain the same pull-string voice module (there's actually a record with a small stylus within that transfers sounds to an internal speaker cone).

There have been other explanations regarding the repair of the voice module, but I think this one really spells out a lot with helpful images. If you buy directly from Talky Tina Press they have a kit that includes the O-ring and a plastic replacement pull-ring. There's also a separate guide to fix the Voice Command Flight Pak from the Talking Major Matt Mason sets. 

There's no publication date but I believe I've had my copy since around 2000 or so.
