From the Mattel Toys 1969 Spring Catalog

The 1969 version of the Accessory Pak Assortment, this supplemented assortment A6323 from the year previous and includes all the new accessory paks introduced in 1969.

Packaging:

The assortment probably came in a plain cardboard box with Mattel logo's and an assortment number printed on either end.

My guess is that the earlier A6323 was still made available in 1969 and that this assortment was created as a "variety" package for store owners, for the new products.
