This French-language Mattel #6319 Sgt. Storm with Cat Trac was released in 1969. This is otherwise identical to the German Mattel GMBH Spielzeug (how it's trademarked) release Sgt. Storm mit Raupenfahrzeug. Other than the French text, it has the same lightweight bubble and uncoated card back. While the package doesn't have the Mattel S.A. International logo, I believe it was marketed via that Mattel subsidiary in French speaking countries while still being packaged in Germany.

John's Notes:
- My example has been opened from the bottom but the figure shows very little wear.
- Note that instead of a twist-tie or pipe cleaner the figure is affixed to the Cat Trac with a Jet Propulsion Pak belt (most likely a late addition by the seller). The bottom of the card back is ripped a bit under the bubble but at least the bubble and most of the background image are intact.
Paul's Notes:
- I’m not sure Mattel
International was kept in existence by the time Mattel set up local
subsidiaries in European countries. But my feeling is that it was
superseded and that Mattel Germany became a distribution hub for
(continental) Europe. And maybe manufactured too - just noticed it says
-made- and printed in Germany on the card back. Checked and quite a few
of your German cards also have that statement.
- On a linguistic
note: "scaphandre" is the French word already used for a deep-sea diving
suit (a "dry" suit as opposed to a "wet" scuba suit) which they could
also use for an astronaut's suit because it doesn't specify the
environment it's used in.
