Mattel first officially entered Major MATT MASON in the German market in 1968, publishing the Mattel Neuheiten "catalog" (it was only 8 pages with new Mattel releases), then following up with the 1968 Spielzeug Catalog, a second Neuheiten in 1969 and then yearly catalogs until 1970 (maybe 1971 - I don't own that catalog).

This is a list of all Mattel Major MATT MASON releases for Germany 1968-1970 - there doesn't appear to be anything offered in 1971, or at least nothing that I've found thus far. For some reason in 1969 Mattel GmbH prepended a "1-" to the stock number.
